Good greetings to all Indigenous Nations and Pueblos gathered at this time at the Continental Indigenous Encounter of La Paz, Bolivia - Tawatinsuyo. We send this message to you from our traditional council, gathered today in our traditional territories of our continent Abya Yala North, Confederacy of the Eagle and the Buffalo.
May your hearts be strong and your minds clear like the sacred waters, as you gather in Tawatinsuyo Bolivia to bring spiritual strength to the continental indigenous movement for decolonization.
Relatives, at this time we ask that you consider offering support and prayers for our struggle here in the North to reclaim our sacred territory of the Black Hills which was illegally expropriated from our nations by the United States government. At this time we attach a copy of the 1851 and 1868 Fort Laramie Treaties between our nations and the US government which validates our claims on this issue. In addition, we also include the 1794 Jay Treaty which recognizes our rights as Indigenous Peoples to freely travel and trade across the international borders of the signatory government states.
We ask that you now submit this documentation on our behalf to President Evo Morales of Bolivia, as an initiative of the Indigenous Peoples of Abya Yala for the purpose of establishing an official Archive of Treaties between our Nations and the government states of the Americas.
As indigenous nations of Abya Yala North, we stand with the nations of Tawatinsuyo as well in your struggles against the economic policies of colonization such as the Free Trade Agreement of the Americas - FTAA, which undermines our collective rights as Indigenous Peoples of the continent. We call for an Indigenous Economic Plan for the Continent, with strategic mechanisms of global linkage. This Indigenous Economic Plan for the Continent, which would be constructed as protection for our territorial and cultural bases, would be an indigenous driven economic strategy of self-determination, which should prioritize regenerating Indigenous Trade networks between our nations.
As we send this message to you today, we recall when we of the Oceti Sakowin conducted the Treaty Ceremony of continental spiritual alliance at the First International Indigenous Summit of Teotihuacan, Mexico in the year 2000. We now propose to gather once again in fulfillment of the mutual obligations of this Treaty among our Nations and Pueblos, upon arrival at the III Continental Indigenous Summit of Indigenous Nations and Pueblos to be held in March of 2007 in Guatemala.

Saludos calorosos de amistad a todas las Naciones y los Pueblos Indígenas reunidas hoy en el Encuentro Continental de La Paz, Bolivia - Tawatinsuyo. Les mandamos este mensaje desde nuestro consejo tradicional, reunidos hoy también en el territorio tradicional de nuestro continente Abya Yala Norte, la Confederación del Águila y el Búfalo.
Esperamos que sus corazones cargan la luz del valor, y de que su pensar refleja la claridad de las aguas sagradas, reunidos como están para dar fuerza espiritual a nuestro movimiento por la descolonización continental de nuestros pueblos, naciones y territorios.
Hermanos y hermanas, tomamos este momento para pedirles considerar un apoyo y rezos para nuestra lucha acá en el norte para reclamar nuestro territorio sagrado de la Lomas Negras, lo cual fue ilegalmente expropiado por el gobierno de los Estados Unidos. Anexamos ahora copias de los Tratados de 1851 y 1868, ratificados entre nuestras naciones y el gobierno de EEUU como evidencia legal y histórico, que revindica nuestro reclamo en el contexto de la ley internacional. Además, agregamos el Tratado Jay de 1794 que específicamente reconoce nuestro derecho de libre transcurso y comercio con derecho a cruzar las fronteras de los gobiernos estados firmantes.
Entregamos la petición que el Encuentro Continental somete este documentación por nosotros a la oficina de Presidente Evo Morales de Bolivia como una iniciativa de los Pueblos y Naciones Indígenas de Abya Yala con propósito de establecer un Archivo Oficial de Tratados entre nuestras Naciones y los gobiernos estados de las Américas.
Como naciones indígenas de Abya Yala Norte, nos solidarizamos de igual manera con los Pueblos de Tawatinsuyo en la lucha contra las políticas de colonización, como son los planes económicos del Área de Libre Comercio de las Americas - ALCA, una maniobra de los estados que perjudica nuestros derechos colectivos como Pueblos y Naciones Indígenas del continente. Hacemos el llamado para construir un proyecto propio de rango continental en el campo económico, con mecanismos estratégicos de enlace global. Tal Plan Propia Continental Indígena, construida desde los principios de nuestro cosmovisión en protección nuestras bases territoriales y culturales, sirviera como una estrategia por la auto determinación económica de nuestros Pueblos y Naciones, prioritizando la regeneración de los enlaces de comercio entre nuestras naciones y pueblos.
Al mandarles este mensaje hoy, nos recordamos de nuestro Tratado de Teotihuacan cuando nuestro consejo tradicional Oceti Sakowin compartió la ceremonia de Alianza Espiritual entre nuestros Pueblos y Naciones de Abya Yala, al atender la Primera Cumbre Indígena Internacional en Teotihuacan, México en el año 2000. Proponemos que nos reunimos otra vez mas en cumplimiento de las obligaciones asumidas mutuamente con este tratado entre nuestros Pueblos y Naciones, al llegar en la III Cumbre Continental Indígena Abya Yala en Marzo de 2007 en Guatemala.
